CHYM, approved by 66% of voters in 2024, is Mayor O’Connell’s transportation improvement program and the largest capital program in geographic scope and size to be undertaken in Nashville’s history. Implementing CHYM’s $3.1 billion capital projects requires extensive collaboration between multiple Metro departments, project managers and vendors; Coordinating $111 million in annual operating expenses; Strong participation with neighbors. CHYM will change how people move around the city for decades to come.
CHYM includes the installation of smart signals at nearly 600 intersections. It adds 24/7/365 transit service and builds 54 miles of high-capacity transit with more frequent, reliable and accessible service. It is building 86 miles of sidewalks to ensure Nashville completes the WalkNBike Nashville priority sidewalk network and connects the busiest neighborhoods to major transportation routes. The program is making safety improvements within 78 miles of Zero visibility A high-injury network that creates safer streets for pedestrians, cyclists, drivers and transit users alike.

This role collaborates extensively with the Mayor’s Office, NDOT, WeGo, local utilities, and other Metro entities involved in CHYM implementation.
Job title
General purpose:
Leads comprehensive development and implementation of the strategic land acquisition plan along and adjacent to the proposed CHYM transit corridors.
Duties and responsibilities:
- Complete review of CHYM program documents including timelines, budget, funding resources, and zoning/benefit schedule.
- Holds regularly scheduled meetings with core team including
- Planning/Community Plans, Consultants, Third Party Brokers, NDOT, WeGo, CHYM.
- Based on the strategic plan, create a comprehensive timeline, consultant/resource budget, and review/approval process with key stakeholders.
- Contract for services required through the RFP/Quote process in accordance with Metro procurement standards. Consulting services include site testing, financial analysis, cost estimation, market analysis and public engagement.
- Conduct demand studies in target areas to determine retail/service and other usage programs.
- Collaborate with the Housing Department in planning neighboring developments.
- Retain consultants to determine operating expenses as part of a comprehensive financial analysis.
- Oversee the creation of financial models including ongoing updates based on estimated costs, rent absorption, program changes, and construction costs.
- Draft comprehensive RFQ/RFP documentation for the development community, specifying minimum involvement, expertise, and balance sheet requirements. Manage the RFQ/RFP process including selection criteria, creation of MOUs and final development agreement negotiations.
- Work with departments related to Procurement, Legal and CHYM.
- Skills with proficiency expected: Word, Excel, Teams, PowerPoint, ArcGIS, Adobe Creative Suite, and SketchUp; Proven ability to write highly detailed technical documentation for specific audiences and jargon-free practical documentation for general audiences.
Education and experience:
Bachelor’s degree from an accredited college or university and six (6) years of planning experience
or
Master’s degree in planning or related field from an accredited college or university and four (4) years of planning experience
Salary and benefits
This Planner 3 position will be filled with an annual salary ranging from $98,314 to $111,500 along with excellent health, dental and retirement benefits, competitive paid vacation time, paid sick leave, and paid holidays.
