Export Control Specialist | MDA Space function on T-Net

Role:
Reporting to the Trade Compliance Manager, the Export Controls Specialist is responsible for monitoring, maintaining and communicating policies and procedures, which ensure compliance with all applicable trade controls to ensure MDA compliance with all regulations established by the Canadian and/or US Governments.
Responsible for continuous improvement. Anticipates changing customer needs and changes in regulations; Demonstrates vision in developing tools, technology, and processes; Well integrated into the community to stay up to date with best practices.
Demonstrate the ability to balance the legal implications of current export legislation with the requirements of ensuring that the business continues at all times in compliance with the law. It requires the ability to find creative solutions to problems.
Job Responsibilities:
1. Complete and review end-user data, permits and licenses, both Canadian and foreign;
2. Apply for re-export and retransfer authorizations for products of US origin with the US Department of State or Commerce;
3. Liaise closely with all MDA programs to ensure that all required permits and licenses are in place at all stages of contracts including those necessary for early release of data through to final delivery of products;
4. Responsible for managing the Export Controls Online (EXCOL) platform and related processes including but not limited to export permit applications, reporting requirements, and advisory opinions ensuring complete accuracy of applications.
5. A key player in Canadian and US general trade controls to ensure compliance with US ITAR/EAR, Canada Controlled Goods Program (CGP) and Canada’s Export and Import Permits Act (EIPA).
6. Liaise with various local and foreign government agencies/officials regarding trade controls related matters while maintaining a high level of tact and diplomacy.
7. Liaise with and support other MDA sites in all tasks included in this job description.
8. Review and track technical assistance agreements, DSP-5, and various other export approvals and liaise with the PMO to ensure compliance and suitability.
9. Review and assist in developing processes related to export controls and security;
10. Serves as an Alternate Security Officer (ACSO) and Designated Officer (DO) to support certain functions under the Controlled Goods and Industrial Security programs.
11. Ensure there is no unauthorized access to CGP or US-controlled materials which includes managing access to separate computer evidence;
12. Provide training on CA/US export controls to MDA staff.
13. Submit risk reports to management periodically, highlighting any problems along with risk mitigation strategies.
14. Devise innovative ways to solve export problems when they arise, taking into account the commercial reality of continuous work.
15. Support day-to-day activities as necessary, including jurisdiction reviews, classification, and other export or security-related tasks as assigned by the Manager.
16. Support compliance investigations
Job Requirements:
– At least two years of experience in export control
University or college degree in international trade, commerce or law from a recognized institution or more than two years of relevant experience
Understanding of Canadian and US export laws, including but not limited to ITAR, EAR, Canada Controlled Goods Program and the Canada Import and Export Permits Act.
Good understanding of anti-corruption policies, procedures and due diligence practices.
Ability to work in a team-oriented environment and with minimal supervision
Excellent interpersonal and communication skills, including the ability to deal with all levels of the organization and with external clients.
Possess good judgment and ability to solve complex export related issues.
Must be deadline oriented, flexible and able to work under pressure.
A good understanding of space technology will be a definite advantage.
Successful candidates must obtain and obtain a Secret level security clearance, and pass the Controlled Goods Program (CGP) and ITAR security assessment.

The compensation range for this position is $75,000 – $105,000 annually. The specific compensation offered will depend on the qualifications and experience of the successful candidate.
