Outdoor Recreation Supervisor in Oakland, California for the East Bay Regional Park District

The Park District is currently hiring an Outdoor Recreation Supervisor in the Outdoor Recreation Section of the Operations Department. This position will be headquartered on site in Oakland, California. The Outdoor Recreation Supervisor will lead a dedicated team of permanent and seasonal professionals serving a diverse audience and a wide range of outdoor recreation programs. This is an influential role that will lead collaboration with external partners and other area teams to provide outreach, education, and programming throughout Alameda and Contra Costa County with a progressive focus in Alameda and southern Contra Costa County. The hiring pools created from this recruitment will be used to fill existing vacancies and additional vacancies that may occur during the one-year life of the hiring pools.

What will you do:
Under general direction, oversees the district’s recreational programs including outdoor recreation, fee classes, and special events; Develops, recommends, and implements departmental programs and policies for diverse public audiences that address broad entertainment and user trends; Develop, supervise and evaluate camps and day/overnight programs in the area for populations with limited resources; Performs related duties as assigned.

Ideal candidate:

  • He has experience planning, supervising, and evaluating outdoor recreation programs for diverse audiences
  • Uses Risk management tools (risk matrices, incident reports, safety audits) to guide decision-making
  • Proactively identifies, assesses and mitigates risks associated with outdoor activities
  • Skilled in establishing and implementing safety protocols, including monitoring weather and checking equipment and participant preparedness
  • Collaborates with internal and external partners
  • Exhibits calm and sound judgment in emergency situations and ensures compliance with legal and regulatory safety standards
  • Has management experience in a leadership role, including providing quality control of programming
  • Creates and maintains a positive and constructive work environment
  • Maintains the following certificates:
    • American Canoeing Association Canoe/Kayak Instructor
    • Wilderness First Aid/Responder

Any combination of education and experience that will provide the required knowledge and abilities is eligible. A typical way to acquire knowledge and abilities is:

education: Bachelor’s degree from an accredited college or university with a major course of study in recreation, park management, business administration, public administration, or a related field.

and

expertise: Three years of full-time professional level management experience, including two years of supervisory or leadership experience in the field.

Alternatives: A bachelor’s degree in an unrelated field may be corrected by completing twelve semester units of college-level recreational courses.

or

A master’s degree from an accredited college or university with a major course in recreation, park management, business administration, public administration, or a related field may be substituted for the required year and a half of experience.

License or certificate:

Possession of a valid California driver’s license is a condition of initial and continued employment in this classification.

Possession of current First Aid and CPR certifications are a requirement of initial and continuing employment in this classification. The following generally describes the knowledge and ability required to enter the job and/or learn it within a short period of time in order to successfully perform the assigned duties.

Knowledge:
Principles and practices of supervision, customer service, management, budgeting and organization; Parks and Recreation field, with an emphasis on outdoor recreation and contract classes, design and development of recreation programs, with an emphasis on youth; Principles, practices and methods of managing and coordinating recreational programmes; Risk management concepts; Effective verbal and written communication skills; Principles and practices of goal setting, development, implementation and evaluation; Office procedures, methods, and equipment including computers and established software applications such as word processing, spreadsheets, and databases.

The ability to:
Practice good organizational skills; exercise good judgement; Supervising, training, developing and motivating subordinate employees; Represent and promote the unit in various educational, civic, community and district events; Research and write analytical and administrative documents; Read, interpret, apply and explain rules, regulations, policies and procedures of entertainment programs; Develop and oversee a risk management plan for recreational programs; Multi-building facility management and contractual facility maintenance; Operate office equipment including computers and support word processing, spreadsheets, and database applications; Communicate clearly and concisely, both orally and in writing; Establish and maintain effective working relationships with those contacted on the job at all levels, including the culturally diverse general public, with an emphasis on high-quality customer service for internal staff, external customers and park users.

Terms of employment:

Gardens Bay Regional Employees, Local 2428, American Federation of State, County and Municipal Employees (AFSCME), AFL-CIO, represents this classification. Wages, hours of work and other conditions of employment are covered in a Memorandum of Understanding between the Park District and Local 2428. The probationary period for this classification is nine (9) months.

Internal promotions: The placement must be made in the first step in the salary range for the new position (Step A) unless the Step A salary range for the new position is less than a 5% increase. In such cases, the employee will be placed in a step in the new salary range that guarantees at least a 5% increase.
