Industry Output, Synergies and Enablers (ISE)

We are looking for the future Director of Industry, Synergies and Enablers (ISE) at the European Defense Agency.

The Industry, Synergies and Enablers (ISE) Manager focuses on early requirements identification at European level as well as engagement with the defense industry in EDA activities and side through capabilities including standards harmonization and certification, common strips, testing and operations support. The ISE Director also deals with the military dimension of wider EU policies and financing instruments.

More specifically, under the supervision of the CEO, the business owner will be responsible for/contributing to the following activities:

  • Provide vision, direction and leadership to the ISE Directorate;
  • Manage, with the support of the Heads of Units, the Directorate’s contribution to the work of the Agency in relation to the outcomes of the Steering Board, the Foreign Affairs Council and the European Council and ensure coherence with the work threads and programs assigned to the Directorate; These include:
    • Industry participation in EDA activities and support the development of industry strategy and EU policies;
    • Monitor wider EU policies to assess the impact on defence, to facilitate access to EU funding instruments of military interest;
    • Identify key industrial enablers to support defense cooperation and enhance interoperability, through an integrated approach including military airworthiness, standardization and certification, as well as defense test and evaluation activities;
    • Acts as a military interface for SES/SESAR, facilitating the coordination of military opinions from Member States, supporting them, and informing military planning mechanisms of the requirements arising from the deployment of SESAR, as well as assessing the operational risks and implications for the Single European Skies for military aviation;
    • Identify and promote defense opportunities in the field of education, training and exercises, respond to the needs of Member States, and include partners willing and able to take responsibility for their implementation and continued development;
    • Define, develop, enhance and manage tools and procedures, and enhance joint framework contracts and procurement, to support military readiness and operations, EUBGS, CSDP civilian missions and Member States.
  • Manage integrated teamwork in collaboration with other agency directorates and in relation to external partners, and reflectively allocate appropriate resources in the most efficient manner possible;
  • Develop and maintain appropriate links with Member States and/or relevant services of the Council, the European Commission, EEAS, EUMC, EUMS, EASA and international organizations including NATO;
  • Planning and organizing the work and financial and human resources of the Directorate;
  • Developing the competencies and skills of the Directorate’s employees and evaluating their performance;
  • Takes additional assignments as required in the interest of the service.

Duties may evolve according to the development of EDA structure and activities, and EDA management decisions.
