General statement of duties
The Deputy Director of the Department of Health and Human Services (Deputy Director of HHS) will serve as a key member of the leadership team for the unified Department of Health and Human Services, to include public health and social services with a combined annual budget of more than $140 million and 1,100 employees. In a supportive, collaborative and strategic role, the Deputy Director of HHS will perform challenging and complex managerial and administrative functions for the consolidated department with primary responsibility for planning, organizing and directing internal operations to ensure the District’s vision for human services delivery and spy a high-performance work culture. Under the direction of a delegation of the District Director/Assistant Director of Health and Human Services, and in partnership with the Public Health, Social Services, and Integrated Services Directors, the Deputy Director of HHS will be the steward of the Department’s action plan.
Responsibilities will include oversight of financial operations, general operations/workflow, compliance, ongoing quality assurance, strategic planning activities, and project management for special initiatives. This position will oversee the administrative functions of the department and may have direct administrative oversight to lead the financial and operational support of the department. The Health and Human Services Business Manager and IT Business Manager will report to this position.
This position is distinguished from other departmental leadership and administrative roles by its continued involvement in assuming responsibilities typically assigned by the County Administrator/Director of Health and Human Services. Through delegation, the Deputy Director of HHS will have expanded management and oversight responsibility at the senior or executive level relative to other leadership or management positions.

The HHS Deputy Director will work with the County Administrator/Assistant Director of Health and Human Services and Unified Department leaders to develop long-term strategies, goals, and objectives that support the County’s mission, vision, and values. To promote a thriving departmental blueprint, the HHS Deputy Director will work under the guiding principles of sustainability, revenue maximization, resource maximization and high-quality service delivery rooted in ethical decision making, best practices, user satisfaction, efficiency and service line coordination across the service. Key departmental collaborators to support this effort are consolidated department department managers and support staff to include budget, operations, performance management, and information technology.
Based on the District’s priorities, interests, and the Unified Department’s blueprint, this position will foster a supportive and collaborative work culture and relationships with leadership, staff, and external stakeholders. The Deputy Director of HHS must engage in a collaborative design framework to create strategies to support various service lines led by county subject matter experts. The successful candidate will have a sound understanding of state policies, rules, regulations and local practices related to health service and human service delivery, maximizing funding, and a strong value base of ethics, whole person care and service integrity. Success will be measured by effectiveness in implementing the Unified Ministry’s work plan, collaboratively engaging all levels of staff in the continuous quality improvement process and strategic planning. The ideal candidate will be able to work and communicate effectively with people from diverse educational and economic backgrounds by respecting the beliefs, personal styles and behaviors of both clients and co-workers.

Typical qualifications
Minimum qualifications:
Master’s degree in Social Work and seven (7) years of experience managing the delivery of client services in a managerial capacity in a public health, social work, related human services field, or local government;
or,
Master’s degree in Public Administration or related curriculum, and eight (8) years management experience as stated above;
or,
Bachelor’s degree in public health, social work, public administration, or business administration and,,
Nine (9) management experience in a health and human services agency as listed above;
or,
Bachelor’s degree, and ten (10) years’ management experience in a health and human services agency as listed above, four of which must be in public health or social services.
Supplementary information
Physical demands and working conditions
Must be able to perform basic life operating functions of fingering and speaking.
Must be able to perform light work that exerts up to 10 pounds of force occasionally and/or a minimal amount of force frequently or constantly to lift, carry, pull, or otherwise move objects, including the human body. Must possess visual acuity for preparing and analyzing data and figures, accounting, operating a computer terminal, and extensive reading.
May require driving
This position may require driving for this position whether driving a county owned or personal vehicle to conduct county business such as but not limited to attending conferences, meetings, or other county related functions. Motor vehicle reports may be checked for a valid driver’s license and that the driving record is consistent with county driving standards.
If a personal vehicle is operated for county business insurance, appropriate insurance is maintained in accordance with the Guilford County Vehicle Use Policy.
