• With the role of artificial intelligence (AI) and machine learning (ML) in governance, election management bodies must take advantage of the solutions AI move to enhance efficiency, transparency and security in electoral processes. INEC has created a section of artificial intelligence under the Information and Communications Technology Department and requires support – to adopt artificial intelligence in voter registration, electoral logistics management, results management, and public communications.
• For this purpose, Dai, within the framework of the European Union project, is employing a great expert in the field of artificial intelligence and automatic learning expert who will work with INC on the goals mentioned below.

Goals

• Providing strategic guidelines on the integration of artificial intelligence and ML in election management, especially voters, electoral logistics management, results management, and communications.
• Evaluating cases of artificial intelligence to improve voter registration, monitoring electoral logistics, managing results, and communications.
• Provide recommendations for artificial intelligence, ethics and risk management in electoral processes.
• Ensuring compliance with national and international artificial intelligence policies and regulations.
• Providing advice on the capacity building initiatives of Amnesty International to the employees of the Front Conservative Agreement.

The scope of work
AI and ML Advisor:

• Performing preparations for Amnesty International, especially IC operations, with a special focus on voter registration, electoral logistics management, results management, and public communications.
• Provide advice on AI’s tools to analyze electoral data and predictive modeling.
• Developing a framework for training and capacity building on the spread of artificial intelligence in IC.
• Supporting the enhancement of artificial intelligence -based security discovers cyber threats, misleading and electoral fraud.
• Developing instructions for the Nigerian ethical elections.
• AI’s risk monitoring suggests mitigation strategies.
• Cooperation with stakeholders (politics, electoral officials and technology experts) to ensure the consensus of the innovations driven by artificial intelligence with democratic principles.

Main delivery

• Artificial Intelligence Ready Assessment Report and recommendations for the IQ unit
• Strategic reports on the integration of artificial intelligence in election management.
• Framework for the governance of artificial intelligence for the safety of elections.
• Ethical artificial intelligence guidelines designed for MEM processes.
• AI and ML Capacity Building Plan for INC.

Line management and reporting:

• SNKE will submit a report to TL and work in partnership with Ke2, the director of the INEC IT and Technical Team of the INEC chairman.

The required experience
The expert must have the following:

• At least a master’s degree in information and communications technology.
• At least 15 years of experience in managing election, with a focus on election technology and excellent knowledge of elections supported by information and communication technology
• Experienced in conducting reviews, studies and research in the field of election and election technology
• Knowing a great work in the elections in Nigeria
• Previous experience working on artificial intelligence and ML with MIM is an advantage

The required technical experience:

• Programming skills: efficiency in languages ​​such as Python, R and Java are necessary to build and publish artificial intelligence models.
• Automated learning frameworks: Tensorflow, Pytorch, Scikit-Learn and other tools that help develop artificial intelligence models.
• Deep learning and nerve networks: Knowledge of nerve structures such as CNNS and RNNS and high -value transformers.
• Cloud Computing and Publishing: Experience with cloud platforms like AWS, Google Cloud and Azure to spread artificial intelligence models widely.
• Ethics and Governance AI: Understanding responsibility for artificial intelligence, mitigating bias, and regulations for artificial intelligence applications.
• Efficiency in artificial intelligence algorithms, data modeling, and predictive analyzes.
• Experience in automated learning techniques, including natural language processing (NLP) and computer vision.
• Experience in developing AI-Lutor Detection Systems.
• The ability to design automation tools for voters, electoral logistics management, results management, and communications.
• A comprehensive understanding of electoral systems, voting technologies, election operations, logistical services, voter registration, communications, and the media.
• Knowing the legal frameworks that govern the use of artificial intelligence in the elections.
• The ability to advise advice on moral artificial intelligence practices to support the integrity of elections and transparency.
• The ability to assess and reduce the risks associated with spreading artificial intelligence in the elections.
• Knowledge of data protection regulations, such as the GDP of International Compliance.
• Artificial intelligence policy and ethical considerations.
• Infinitely with global artificial intelligence policies, including responsible artificial intelligence governance.
• The ability to create guidelines to use moral artificial intelligence in election operations.
• Understanding the mitigation of bias in artificial intelligence models to ensure fair electoral practices.
• Strategic consultations and capacity building.
• Experience in advising government agencies on implementing artificial intelligence.
• The ability to design capacity -building programs for EMB officials.

Site and support:

• The expert will be provided with a office space in Abuja, Nigeria, and any other assistance that may be reasonable to do the duties specified in this Tor. From time to time, the expert may be asked to travel outside Abuja, and therefore, the job occupant should be ready to travel and work inside and outside Abuja in an effort to duties specified in this Tor.
• Any work during weekends or bank holidays should be in advance of EUD in writing to be qualified to pay.
• Any trip outside Abuja will need EUD in advance of the cost to be eligible for compensation.

Date of start and implementation period:

• SNKE should be ready to start the task no later than 10/14/2025.
