Main purpose of the job
The Professional Learning Coordinator supports the design, implementation, and evaluation of high-quality professional learning experiences for Pre-K through 12th grade programs. The coordinator ensures that professional learning initiatives are evidence-based, aligned with professional learning standards, and designed to enhance teacher effectiveness and improve student outcomes. This position helps coordinate statewide initiatives, including the ongoing development of teachers and school leaders through job-embedded professional learning, compliance monitoring, and technical assistance.
In addition, the Coordinator oversees the administration, compliance, and evaluation of the Effective Instruction Support Grant (Title II, Part A). This includes providing technical assistance to local education agencies (LEAs), monitoring the implementation of subgrants and budgets, ensuring alignment with federal guidance, and supporting the use of evidence-based strategies to improve teacher quality and student achievement. The coordinator plays a key role in aligning grant-funded initiatives with MSDE’s strategic goals and professional learning priorities.
Duties of the position
Plans and facilitates professional learning sessions and leads teachers through individual training sessions aligned with professional learning objectives.
- Provides non-assessment support aligned with the science of reading, equipping teachers with the skills and confidence needed for standards-aligned reading and writing instruction.
- Leads professional learning focused on HQIM, the science of reading, and research-based instructional practices.
- Conducts weekly non-evaluative training sessions including co-planning, modeling/co-teaching lessons or elbow coaching, classroom observations, and feedback conversations to enhance teachers’ instructional practice.
- Analyzes student and teacher data to set target goals, ensuring training courses align with statewide literacy priorities.
- Provides diverse support (general, moderate, and intensive) based on the needs of students and teachers.
- Regularly collects data using MSDE measurement tools.
- It links each training session to professional learning content, ensuring that teachers apply strategies from professional learning sessions directly to their classrooms.
- Design and facilitate iterative professional learning sessions grounded in the science of reading and comprehension lessons using high-quality instructional materials (HQIM) and aligned with literacy priorities identified from MSDE measurement tools.
- Builds continuing professional learning courses according to the MSDE training model.
- Leads weekly/bi-weekly collaborative planning sessions that allow teachers to plan and practice instructional strategies, analyze student work, and reflect on teaching practices.
- Integrates research-based practices into professional learning sessions to ensure coherence between professional learning, training observations, and classroom instruction.
Minimum qualifications
expertise: Four years of administrative or teaching experience in pre-K or related literacy, reading, and/or related programs across 12 settings. This minimum of one year of experience must include supervision and/or training of vocational education staff.

- Candidates may substitute an additional two years of experience directly related to the job option for desired education.
- Candidates may substitute possession of a doctoral degree from an accredited college or university in a field related to the position option for one year of the required experience.
- The required area of ​​education and experience is unique to each option and is determined by the MSDE in accordance with Education Material, Maryland Code Annotated Section 2-104. The specific education and experience qualifications for each position are recorded in the Human Resources Management Branch of the Business Services Department.
- Candidates may substitute military service experience for the United States Armed Forces as a commissioned officer in the education program classifications or education program specialty codes in the educational work field on an annual basis for the required experience and education.
Required or preferred qualifications

- Active teacher certification in any state with experience as a classroom teacher.
- Knowledge of structured reading and literacy science and associated HQIM.
- Knowledge of the Maryland College and Career Readiness Standards and the Maryland Comprehensive Literacy Plan.
- Knowledge of evidence-based curriculum and instructional practices in English Language Arts and Literacy.
- Knowledge of professional learning courses and the MSDE training model.
- Knowledge of PreK-3 learning theory and different approaches to instructional training.
- Skill in high-impact training methods.
- Skilled in delivering data-driven literacy instruction that meets the needs of diverse learners.
- Develop skills and facilitate professional learning focused on research-based practices and evidence-based interventions.
- Skilled in providing professional development and training to teachers and/or administrators.
- Skilled in collecting and analyzing data and producing documents and resources for LEAs, administrators, educators and stakeholders.
- Ability to engage with teachers and administrators to promote literacy practices.
- Ability to work on a fast-paced, state or large district-led initiative focused on increasing reading outcomes.
