The Maryland Public Service Commission (PSC or Commission) is an independent agency charged with regulating public utilities and certain passenger transportation services operating within the state. Its mission is to ensure Marylanders and businesses have access to safe, reliable and economical services, while advancing the state’s clean energy goals and protecting the public interest.

The authority’s regulatory authority extends across a wide range of sectors, including electricity and gas utilities, telecommunications providers, water and wastewater companies, and some transportation companies. The Committee has the authority to hear and decide matters relating to: (1) price adjustments; (2) requests to exercise or relinquish privileges; (3) requests to modify the type or scope of service; (4) Approval to issue securities. (5) issuing new rules and regulations; and (6) quality of facilities and common carrier service.

Duties of the position

The Maryland Public Service Commission is seeking a highly motivated, detail-oriented professional to serve as a Public Service Engineer III within its Engineering Department. This position provides a unique opportunity to contribute to the safety, reliability and regulatory oversight of critical energy infrastructure in Maryland.

The successful candidate will be proactive, analytical and adaptable with a strong sense of professional responsibility. Superior time management, interpersonal and communication skills are essential. The Public Service Engineer III plays a vital role by performing inspections, testing and evaluation of facilities and services provided by utility companies subject to the Commission’s jurisdiction and submitting certification of modified status to the Commission on matters relating to utility engineering within the state.

The position requires technical expertise and sound judgment to enhance public safety and support the regulatory mission of the Commission. This role is ideal for an engineer who is passionate about public service, thrives in a dynamic regulatory environment, and possesses a strong foundation in electrical operations, safety standards, and facility oversight. Primary responsibilities include preparing and submitting engineering reports and recommendations on the safety, adequacy, efficiency, reliability and cost-effective operation of regulated facilities with specified conditions and corrective actions. Examine the electricity distribution company’s operation, maintenance procedures and records in accordance with good engineering standards and industry practices. Investigate consumer complaints and incident reports submitted by electric utilities and coordinate activities with other technical staff members and relevant stakeholders in support of the committee’s organizational objectives.

The successful candidate will be comfortable conducting both desk-based analytical work and field inspections and will serve as an expert technical resource on public safety and infrastructure resilience issues.

Strong written and verbal communication skills are essential to effectively convey technical findings, regulatory interpretations, and policy recommendations to both technical and non-technical audiences.

As a Public Service Engineer III, you will apply your technical and organizational expertise to ensure public safety and promote operational excellence.

Key responsibilities include:

Examine the electricity distribution company’s operation, maintenance procedures and records in accordance with good engineering standards and industry practices.

Investigate consumer complaints and incident reports submitted by electric utilities and coordinate activities with other technical staff members and relevant stakeholders.

Prepare testimony, complete administrative and committee hearing items, submit reports to commissioners and other engineering tasks as assigned. Ensure that all certificates are free of grammatical errors. Ensure that all certifications are submitted according to the staff’s established schedule and are technically accurate.

Create and submit engineering reports and recommendations on the safety, adequacy, efficiency, reliability and cost-effective operation of regulated facilities with specified conditions and corrective actions.

Cross-Functional Collaboration: Work closely with other departments within the Committee, including legal and policy units, to support investigations and inform regulatory actions.

Special Projects: Perform other duties as assigned, including supporting cross-functional engineering initiatives and providing technical input on emerging energy technologies and risks.

Minimum qualifications

expertise: Six years of experience and two years of engineering experience performing inspections, tests, investigations and evaluations of physical facilities used by public utility companies in the production and distribution of products and services and four years of additional professional engineering experience.

Notes:

1. Candidates may substitute a bachelor’s degree in engineering from an accredited college or university and two years of engineering experience performing inspections, tests, investigations, and evaluations of physical facilities used by public utility companies in the production and distribution of products and services for the required experience.

2. Candidates may replace professional engineering experience with something other than what is specified above, at a rate of two years for each year of required experience.

3. Candidates may substitute a master’s degree in engineering from an accredited college or university with the required experience.

4. Candidates may substitute military service experience in the United States Armed Forces as a commissioned officer in engineering ratings or engineering specialty codes in the field of environmental work on an annual basis for the required experience.

Required or preferred qualifications

Experience with the Federal Energy Regulatory Commission (FERC), North American Electric Reliability Corp (NERC), Public Service Commission/Utility Services, electric utility company and/or energy consulting firm.

Licenses, registrations and certificates

Employees in this classification may be assigned duties that require the operation of a motor vehicle. Employees assigned to these duties will be required to possess a valid Maryland Vehicle Operator’s License.
