Main purpose of the job
The Procurement Operations Analyst supports the mission of the Maryland Department of Human Services by providing analytical and operational support to the Procurement Office. This position is responsible for evaluating procurement processes, systems and performance data to develop recommendations that improve the effectiveness, compliance and efficiency of procurement operations in accordance with COMAR Title 21 and DGS-OSP policies. The analyst collaborates with internal teams, prepares visual and written reports, supports the implementation of new systems, and helps train employees on best practices and new procedures.
Duties of the position
- Conduct research and collect data on current procurement practices and trends, organizational structures, financial performance, and compliance with procurement regulations to identify operational gaps and deficiencies.
- Analyzes data, business processes, and performance metrics to identify trends, predict outcomes, and recommend process improvements for procurement activities across programs and 24 local social services departments.
- Develop and deliver comprehensive reports, dashboards and presentations to senior management, summarizing findings and making actionable recommendations.
- Collaborates with stakeholders and department leaders to align recommendations with DHS’s mission and ensure successful implementation of strategic improvements.
- Supports the implementation of new procurement systems, providing technical assistance, user test feedback, and post-implementation analysis.
Minimum qualifications
education: Graduation from an accredited high school or obtaining a high school equivalency certificate.
expertise: Four years of administrative or professional work.
Notes:
1. Candidates may substitute 30 college credit hours from an accredited college or university for each year of up to four years of required experience.
2. Candidates may substitute a bachelor’s degree from an accredited college or university with the required experience.
3. Candidates may substitute a master’s degree from an accredited college or university with the required experience.
4. Candidates may substitute military service experience in the United States Armed Forces as a commissioned officer that includes staff work related to the administration of rules, regulations, policies, procedures and operations, supervising or coordinating unit operations or serving as a staff assistant to a senior-ranking officer on an annual basis to obtain the required experience.
Required or preferred qualifications
The ideal candidate will possess the following:
- One year of professional experience in procurement, contracting, or compliance within a government agency (state or federal).
- One year of experience using pivot tables, advanced formulas, Power BI, Tableau, Looker Studio, or similar tools to perform data analysis and create dashboards, reports, or performance metrics.
- One year experience using Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) or similar software.
- Demonstrated ability to create and maintain dashboards, scorecards, and performance reports to support decision making.
- Experience training or mentoring employees on new processes, systems, or data tools.
- Strong communication and presentation skills, with the ability to translate complexly Data into actionable insights.
Licenses, registrations and certificates
Employees in this classification may be assigned duties that require the operation of a motor vehicle. Employees assigned to these duties will be required to possess a valid Maryland Vehicle Operator’s License.

Contract employees who work for an agency covered by the State Employees and Retirees Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours per week (or an average of 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contract employee, you will be responsible for paying 25% of your Medicare coverage premiums and prescriptions, including any qualifying dependents you have enrolled. The state of Maryland will subsidize the remaining 75% of the cost of these benefits. You can also choose to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but you will be responsible for paying the full premium for these benefits.
Leave may be granted to a contract employee who has worked 120 days within a 12-month period. This leave is accrued at the rate of one hour for every 30 hours worked, provided that it does not exceed 40 hours in a calendar year
