Salary range/pay rate: PG T27 $3,486.53 – $4,119.45 Biweekly



Our Real Estate Procurement and Services Department is seeking a Buyer II with experience in strategic sourcing and category management of capital, operations, and maintenance products and services. The ideal candidate will have strong knowledge of procurement in the Operations and Maintenance category, which is essential to the functioning of the regional area. This position will be part of a dedicated team to support all departments.



You are: An experienced procurement professional with strong communication skills and sound knowledge of all applicable regulations and policies, and works well in a fast-paced environment. You have a can-do attitude and are willing to mentor younger buyers.



This role:

  • Review and approve procurement strategies, bidding documents, award recommendations for lower level buyers, and determine requirements for bid modifications; Review the financial aspects of invitations to tender and requests for proposals before they are tendered; Ensures that bids and requests for proposals are issued in accordance with governing laws and policies.
  • Provides business guidance and training to lower level buyers; Provides guidance on interpreting purchasing policies and procedures.
  • In cooperation with client departments, prepares detailed specifications, bidding documents, proposals and contracts; Assists in preparing accepted vendor tests; Arranges for the invitation of selected and advertised tenders; Ensures that all information is distributed uniformly; It analyzes bids in terms of value, price, quality, quantity, future availability, past performance, etc.
  • Independently, or in conjunction with customer departments, interviewing suppliers, negotiating satisfactory price discounts, terms, delivery methods, dates and related items; Determines the most appropriate source of supply.
  • Draft contract language in accordance with precedent; Research and obtain required information and materials from a variety of sources; Ensures that documentation reflects changes in contract law and participates in the development of new contract clauses to comply with legislative changes.
  • Review all formal bids and requests for proposals to ensure proper procurement treatment, including compensation levels and verification of insurance certificate and required bonds; Manages and monitors contracts for awarded products and services.
  • Conduct research and analysis of products and services, perform life cycle cost comparisons, and prepare reports and recommendations on purchasing; Recommends and implements actions to increase efficiency in the purchasing process.
  • Provide advice and assistance to departmental customers and suppliers regarding purchasing issues, requirements, specifications, contracts and details of goods and services to be purchased; Communicates with external and internal contacts such as engineers, architects, project managers, contractors, suppliers and attorneys on work-related matters, providing advice as required; Consults with client departments and external agencies regarding environmental procurement matters and provides relevant information to procurement staff; Serves as organizational representative for the City of Metro Vancouver’s Procurement Group.
  • Performs administrative tasks to support delegated purchasing systems. Approval of new cardholders and individual spending limits; Supervises written processing by department staff.
  • Performs related work as required.


To be successful you must:

  • Completion of grade 12 with completion of two components of the Society for Supply Chain Management Professional Designation Program, or equivalent training in another recognized purchasing program, plus significant relevant experience, or an equivalent combination of training and experience.
  • Thorough knowledge of policies, procedures, and regulations governing municipal procurement.
  • Comprehensive knowledge of market conditions, price trends and business conditions affecting the business.
  • Great knowledge of the sources, quantities, types and prices of the required products and services.
  • Considerable knowledge of contract law, negotiation and corporate insurance.
  • Working knowledge of the functions and requirements of the departments served.
  • Ability to evaluate quality, price and service factors to determine the quality and suitability of all products and services.
  • Ability to establish and maintain effective working relationships with a variety of internal and external contacts.
  • Ability to prepare specifications and relevant documentation for a variety of products and services and monitor and manage these contracts.
  • Ability to study and review market conditions and prepare reports and recommendations related to purchasing matters
  • Ability to review the work of subordinate buyers and provide work direction and training.
  • British Columbia driver’s license.
