Job Announcement: Procurement and Financial Support Officer

The Maryland Department of Veterans and Military Families (DVMF) was created by the state legislature in 1999 as an executive agency with the mission of assisting veterans and active duty service members, and their families and dependents, in securing benefits earned through military service.
Under the Department of Veterans and Military Families there are five main programs:
- Services and benefits program
- Veterans Home at Charlotte Hall
- Cemetery and Memorials Program
- Communication, awareness and advocacy programmes

Duties of the position
The primary purpose of the Procurement and Financial Support Officer is to advance the Department’s mission of veterans and military families by providing administrative support to the Department’s procurement team, including developing and submitting mandatory preferred provider reports; Support key finance unit functions during times of staff absence, vacation or unavailability; Oversee the implementation of the department’s document retention schedule; and perform additional support functions as required or directed.
Job duties include but are not limited to:
Duties related to procurement and logistics:
- Complete and submit mandatory procurement reports for Minority Business Enterprise (MBE), Veterans Small Business Enterprise (VSBE), Small Business Reserve (SBR), and other preferred vendors.
- Assist the Purchasing and Logistics Manager by reconciling purchase orders, charges incurred and participating in minor purchasing transactions.
- Order office supplies for the agency’s headquarters office in Annapolis, making appropriate use of preferred providers.
- Record, track and analyze department purchasing card (credit card) expenditures and assist in the credit card record keeping process.
- Manage the department’s mobile inventory, to include orders, promotions and tracking.
- Assist in auditing department’s inventory efforts.
Other duties of the financial unit
- Verify and record bank deposit entries made by the Accounts Receivable Specialist.
- Under the direction of the Director of Finance and Administration, oversee the implementation of the department’s document retention schedule in coordination with agency program managers.
- Review the retention schedule twice annually and suggest additions and revisions.’
- Complete annual department budget submission documentation to achieve results, following Department of Budget and Management (DBM) guidelines and coordinating with program managers.
- Review, verify, format, and submit the Charlotte Hall Gifts and Scholarships Annual Report.
- Coordinate the Secretary’s acceptance (by signature) of large gifts and grants, and submit said acceptances to the DBM.
- Assist in formatting DLS financial memorandum.
Back-up finance team duties
- Back up the agency timekeeper to perform timekeeping support services for agency-wide staff in the event of the agency timekeeper’s absence or unavailability.
- Back up the Accounts Payable Specialist by reviewing, entering, and processing vendor invoices in the absence or unavailability of the Accounts Payable Specialist.
- Back up the Accounts Receivable Specialist by reviewing and entering bank deposit transactions in the absence or unavailability of the Accounts Receivable Specialist.
- Back up the Finance and Administration Manager to approve cash receipt, general journal, and other system-based transactions, as required.
- Back up the accountant to create and submit cash receipt, general journal, and other system-based transactions, as required.
Perform other financial and administrative duties as directed.
Minimum qualifications
expertise: One year of administrative or professional work.
Notes:
1. Candidates may substitute 30 college credit hours from an accredited college or university for the required experience.
2. Candidates may substitute military service experience in the United States Armed Forces as a commissioned officer that includes staff work that includes the regular use of independent judgment and analysis in applying and interpreting complex plans, policies, administrative rules or regulations, program analysis, or operational procedures with recommendations for improvement on an annual basis for the required experience.
Required or preferred qualifications
- State experience in completing, reconciling, and submitting mandatory procurement reports for minority and veteran procurement
- Experience in accounts payable and receivables.
Licenses, registrations and certificates
Employees in this classification may be assigned duties that require the operation of a motor vehicle. Employees assigned to these duties will be required to possess a valid Maryland Vehicle Operator’s License.
