Job Announcement: Executive Support Specialist

The Maryland Prescription Drug Affordability Board (PDAB) is seeking a highly organized, detail-oriented Administrative Specialist to provide extensive administrative, financial, and operational support to the Board and its staff. This role is essential to ensuring the effective operation of the Board’s core functions and special initiatives. The Administrative Specialist will manage operations across fee assessment, budgeting, billing and reimbursement, purchasing, human resources, project management, and general staff support.
The ideal candidate is detail-oriented, hard-working, proactive, flexible, and able to balance multiple priorities in a fast-paced environment. This is an exciting position for talented candidates interested in gaining unique experiences in health policy, public health, prescription drug policy, and regulatory management. This position will provide ideal experience for future positions as a policy analyst, program manager or further education experience. This position is primarily an office position with limited opportunities to work remotely.

Duties of the position
The Administrative Specialist III position reports to the Executive Director of the Maryland Prescription Drug Affordability Board (PDAB, Board). Working under the direction and supervision of the Executive Director, this position is responsible for budget preparation, billing processing, reimbursement, procurement, human resources and other duties to ensure the ongoing operations of the PDAB.
Position duties:
• Prescription Drug Affordability Fund Fee Evaluation Management – Implement and manage the annual Prescription Drug Affordability Fund Fee Evaluation. This includes creating and maintaining a master list of assessed entities, issuing annual invoices and subsequent notifications, receiving and indexing invoice payments, receiving and managing waivers, and extensive correspondence and communication with vendors.
• Financial Management and Procurement – ​​Develop, implement and maintain internal policies that support the effective management of financial and procurement activities related to PDAB operations. This includes assisting the Executive Director with annual budget and budget forecasts, completing on-time invoice payment and expense reimbursements, purchase orders and company purchase cards, and procurement activities to ensure compliance with state regulations.
• Administrative and Meeting Support – Provide administrative support to the Executive Director and staff, including scheduling meetings, managing calendars and coordinating logistics. Develop, organize and distribute meeting materials to the Board of Directors and stakeholders. Recording, maintaining and archiving minutes of official meetings. Act as the first point of contact for inquiries submitted to the Board, ensuring professional and timely responses.
• Operational and IT – Directs oversight of the IT and operational needs of the PDAB. This includes coordinating office space needs with DGS, coordinating IT infrastructure to achieve programmatic goals, ensuring communication of important administrative actions to enhance PDAB operations, and overseeing meeting scheduling, controlled correspondence and responses to other constituent inquiries. Assist with PDAB website updates and update activities. Office-based position, responsible for office operations.
Minimum qualifications
Education: Graduation from an accredited high school or obtaining a high school equivalency certificate.
Experience: Two years of experience performing administrative, clerical, technical clerical, or secretarial work.
Notes:
1. Candidates may substitute 30 college credit hours from an accredited college or university for each year of required experience.
2. Candidates may substitute military service experience with the United States Armed Forces as a noncommissioned officer that involves staff work requiring the regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on an annual basis for the required experience.
Required or preferred qualifications
-Experience in the field of public health and public service.
Licenses, registrations and certificates
Employees in this classification may be assigned duties that require the operation of a motor vehicle. Employees assigned to these duties will be required to possess a valid Maryland Vehicle Operator’s License.
