Main purpose of the job
The Procurement Officer II oversees overall purchasing operations, manages vendor relationships, and is a leadership level in a team of procurement professionals. The Procurement Officer II is experienced in the competitive purchasing process and is able to complete more complex purchases independently without significant supervisory supervision. Additionally, the Procurement Officer is able to interpret and understand Maryland Code of Regulations, Title 21, State Finance and Procurement articles, Board of Public Works consultations, and DNR policies and procedures.

Minimum qualifications
Procurement Officer II- Option 1
expertise: Seven years of experience, three years of contract management or procurement experience involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with government procurement laws, regulations and conditions and an additional four years of professional contract management or procurement professional experience.
Procurement Officer II – Option 2
expertise: Six years of experience, two Years of experience in contract or procurement management involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with government procurement laws, regulations and conditions and Additional four Years of professional contract management experience or professional procurement experience.
Notes:
1. Candidates may substitute certification as a National Association of Purchasing Management Certified General Manager; Certified Professional Contract Administrator by the National Contract Management Association; A Certified Public Procurement Officer or Professional Public Buyer certified by the Global Public Procurement Certification Board (National Institute of Government Procurement or National Association of Government Procurement Officers) for an additional four years of experience required.
2. Candidates for first choice positions may substitute a bachelor’s degree from an accredited college or university and Three years of contract or procurement management experience involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with government procurement laws, regulations and conditions required experience.
3. Candidates for Option 2 positions may substitute possession of a bachelor’s degree from an accredited college or university two Years of experience in contract or procurement management involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with government procurement laws, regulations and conditions required experience.
4. Candidates may substitute additional higher education at an accredited college or university at the rate of thirty credit hours per year for five years of the required experience.
5. Candidates may substitute military service experience in the United States Armed Forces as a commissioned officer in specialty classifications in contracting, industrial management, logistics, or administrative support specialty codes in the procurement or financial management work areas on an annual basis for the required experience.
Required or preferred qualifications
- One year of experience using statewide financial system applications.
- Certified Maryland Purchasing Officer awarded by the Maryland Purchasing Academy.
Licenses, registrations and certificates
1. Employees in this classification may be assigned tasks that require the operation of a motor vehicle. Employees assigned to these duties will be required to possess a valid Maryland Vehicle Operator’s License.
2. Employees in this classification who have not already done so must obtain and possess certification as a Procurement Professional from the Maryland General Services Administration within one year of hire.
