Main purpose of the job

The incumbent serves as Director of the Grants Division within Financial and Administrative Services (FAS), Maryland Department of Natural Resources (DNR). The incumbent will be responsible for the day-to-day budget and financial operations of the Grants Management Section. The incumbent is responsible for agency-wide planning and implementation of grants management-related processes to include application, tracking, budgeting, and closure.

Duties of the position

This position will serve as the Grants Manager A department, within Financial and Administrative Services (FAS), undertakes supervision Grant administration for the Maryland Department of Natural Resources (DNR). Grants The Director is responsible for providing executive-level leadership and oversight of all grant-related matters Financial and administrative tasks in various sections of the department. Main duties include:

  • Leadership and supervision:

    • Directly manages the daily operations of the Grants Management Department.
    • Supervises a team of professional finance staff, including agency grants supervisors, leads, and specialists.
    • Provides strategic direction and operational oversight to ensure compliance with state and federal grant requirements.

  • Grants management and financial control:

    • Oversees the full grant lifecycle, including opportunity identification, application development, award management, budget tracking, reporting, and closing.
    • Ensures grant applications and financial reports are submitted timely and accurately.
    • Coordinates and monitors the financial management of grant funds, ensuring alignment with programmatic objectives and adherence to applicable laws, regulations and policies.

  • Strategic planning and policy development:

    • Leads agency-wide planning for grants management, developing long-term strategies to improve funding opportunities and increase grant revenues.
    • – Develop and implement policies and procedures to standardize and improve grants management practices across the agency.

  • Inter-agency and external cooperation:

    • Serves as a primary liaison with state and federal funding agencies, auditors, and other stakeholders.
    • Works collaboratively with DNR units and external partners to ensure integrated grant management and funding coordination.

  • Budget management:

    • Oversees grant-related budgeting processes, including tracking expenses, forecasting revenues, and ensuring financial accountability.
    • Works closely with the Budget and Finance departments to ensure financial integration and accurate reporting.

  • Compliance and risk management:

    • Ensures internal controls are in place and operating effectively to mitigate risks associated with grants.
    • Leads efforts in audit preparation, response, and resolution related to grant activities.

The agency grants director plays a critical leadership role in aligning department grants Strategy with its mission to preserve and enhance Maryland’s natural resources. Incumbent Ensures grant-funded activities are managed efficiently, transparently and compliantly With all relevant financial and program regulations.

Minimum qualifications

education: Bachelor’s degree in Accounting, Finance, Business Administration, General Management, economics, or related field from an accredited college or university

expertise: 10 years of experience in grants management, budgeting, accounting, auditing, or Financial management. Three years of this experience must include direct supervision Responsibilities on professional staff or management of grant operations through subordinates Supervisors or managers.

Required or preferred qualifications

  • Two years of work experience in federal grants administration, grant budgeting, or accounting
  • Familiarity with federal grant regulations, including OMB Uniform Guidelines (2 CFR Part 200)
  • Experience managing state and/or federal grant programs, including pre-award and post-award, Compliance and closure processes.
  • Demonstrated ability to oversee large, complex grant portfolios across multiple funding sources.
  • Experience with government financial systems such as FMIS, ADPICS, R*STARS, or similar systems.

Licenses, registrations and certificates

Employees in this classification may be assigned duties that require the operation of a motor vehicle. Employees assigned to these duties will be required to possess a valid Maryland Vehicle Operator’s License.
