Business Data Analyst – City of Burnaby

salary: $7,011 – 7,319 – 7,629 – 7,946 – 8,285/month (2024 prices)
table: 70 hours every two weeks; Monday to Friday from 8:00 AM to 4:45 PM (nine days every two weeks)

This position works in the Strategic Initiatives organizational unit. This is complex technical work that involves analyzing operations data to support departmental business requirements. A business data analyst queries and cleans quantitative and qualitative data from a variety of sources; Ensures accuracy and consistency of extracted data sets; Uses statistical methods, data visualization, and graphing tools to analyze data and develop data models; Prepares reports, graphics and dashboards on performance metrics and trends for leadership and business unit partners, to support city strategic planning, management and business process improvements. The incumbent liaises and maintains effective working relationships with departmental staff, cross-functional teams and other project stakeholders to understand data needs and provide analytical support for decision making; Provides advice on data quality assurance measures to enhance the reliability and validity of data for development applications; Establishes reporting frameworks and ensures data integrity; Configure data structures to combine disparate data sets; Develop automated processes or programming for data correction, monitoring and integrity; Transform and integrate data from external sources; Acts as an internal expert on data issues and responds to data requests. The incumbent works closely with the IT department on data management initiatives; Provides requirements for data architecture changes or updates to data modeling within the source system and reporting of data sources; It identifies opportunities for improvement and makes recommendations on improving data management processes. Performs related work as required.
Qualifications include a bachelor’s degree in computer science, economics, mathematics, statistics, data science or a related discipline, as well as sound relevant experience in quantitative data analytics, preferably in a municipal government setting; Or an equivalent combination of education, training and experience. Comprehensive knowledge of data management systems, and significant knowledge of statistical data analysis; Data reporting, data visualization methods, processes, technologies, tools, and software (which may include Excel, SQL, Power BI, Tableau, Jupyter Notebook, Python, R, Pandas, and Matplotlib). Ability to analyze data management systems and related business processes, recommend and implement changes to improve operations, meet departmental requirements, and ensure data integrity. Conduct careful and independent research and make recommendations based on the information obtained; To communicate effectively orally and in writing and translate technical information into plain language and simple graphics; To establish and maintain effective working relationships with various contacts, to communicate effectively and to prepare and present reports; To adapt to changing data needs and maintain circulating knowledge and trends in emerging technologies.
This is a full-time temporary position until December 31, 2026.
