The Kitimat-Stikine Regional District is pleased to announce that they are looking for a permanent, full-time Planner III to join their dedicated team. This position offers a salary range of $108,726.80 to $124,797.40 depending on experience, pension, and full benefits package.

This area is known for its world-class fishing and outdoor adventure opportunities, including a ski hill, snowboarding, snowboarding, heli-skiing, an 18-hole golf course, and hiking and mountain biking trails. The area offers high-quality advanced educational opportunities with both Coast Mountain College and the University of Northern British Columbia satellite campus. There is also a well-developed arts and cultural community, leisure facilities and a library. Terrace, where the floor is located, is a regional retail and service center in the northwestern part of British Columbia. The opportunity for adventure is endless in any season. The Kitimat-Stikine region is the traditional homeland of the Tahltan, Nisga’a, Gitxsan, Wet’suwet’en, Heiltsuk, Tsimshian, and Haisla peoples. Spanning a geographical area of ​​110,000 square kilometres, the RDKS is home to approximately 40,000 people and includes the five incorporated municipalities of Terrace, Kitimat, Stuart, New Hazleton District and Hazleton Village.
Statement of purpose:
Planner III carries out professional land use planning of a complex nature. Work involves applying specialized knowledge to design, prepare and complete current and long-range planning projects, with an emphasis on strategic policy development. The third planner reviews land use and development applications to ensure compliance with appropriate bylaws, policies, statutes and regulations, and prepares reports for the Board of Directors. This position manages third-party contracts and provides high-level advisory oversight to Planner I/II staff.

Main duties and responsibilities:
- Formulate and implement official community plans, zoning bylaws, development procedures, and related bylaws and policies in accordance with the laws of British Columbia.
- Approving development permits and assisting junior planning officers in submitting applications and advising the public regarding land use enquiries.
- Review and process subdivision, Crown land and Agricultural Land Reserve (ALR) applications in accordance with applicable legislation and regional area practices.
- Provide project management for departmental initiatives and planning, including developing project budgets, overseeing bids, managing schedules and deliverables, and verifying contract expenditures and compliance.
- Understand and interpret regional legislation that may impact land use planning within RDKS, and work effectively with external regulatory bodies.
- Writing and updating department policies and procedures under the supervision of the Development Services Manager.
- Develop and maintain a positive relationship with RDKS member municipalities, other regional areas, First Nations and external stakeholders.
- Manage public hearings and community meetings.
- Preparing monthly reports and supporting documents for committees, the Planning Committee and the Regional Council.
- Attends committee or external agency meetings as needed for purposes of monitoring, participating, and/or reporting to the Director.
- Research, draft and prepare outgoing correspondence, as requested, on behalf of the Director, Officer or President on matters relating to land use planning.
Working with others:
- Daily supervision of Planner I/II and technical support staff.
- Assist other department or regional staff.
Skills and abilities:
- Demonstrate professional behavior through well-developed written and spoken public relations skills.
- Ability to establish and maintain professional communication with internal and external contacts and applicable authorities.
- Specialized knowledge in preparing planning studies and drafting regulations and amendments, and skill in interpreting regulations and policies.
- Experience researching, interpreting and applying economic, historical, social and physical data applied to strategic land use planning initiatives and projects.
- Sound knowledge of analytical, research and methodological techniques in the planning profession applied to local government studies and projects.
- Understand economics, municipal finance and budgeting as it applies to administration.
- Ability to draft and supervise contracts.
Specific training and experience:
- University degree in planning or related field with preference to a graduate degree.
- A minimum of 5 years of experience in local government or private sector or an equivalent combination of education, training and experience is preferred.
Work environment:
- Headquarters are located in Terrace, British Columbia at the Regional District Head Office.
- Business hours are Monday through Friday from 8:30 a.m. to 4:30 p.m.
- Full-time workload of 35 hours per week, plus occasional overtime for community engagement events and meetings on evenings and/or weekends.
- Duties entail site visits and field reviews.
- Meetings and workshops may require out-of-town and overnight travel due to the geographic area of ​​the regional area.
Physical, mental and visual requirements
- Intense visual/auditory concentration and frequent note-taking are required.
- There are no adverse working conditions as this position is primarily located in an office environment.
Licenses/certifications required
- Membership or eligibility for membership in the Planning Institute of British Columbia.
- BC Class 5 driving license (full privilege).
