The Planning, Development and Real Estate Department is looking for a full-time Senior Construction Officer to join their team. Reporting to the Director of Development, the Chief Building Officer (CBO) leads the City’s Building Services Department and serves as the statutory authority for construction regulation and compliance. This role is responsible for ensuring that all buildings within the City meet safety, sustainability and regulatory standards under the BC Building Code, Safety Standards Act, and City Bylaws. The CBO provides final interpretation of the law, issues occupancy permits and approvals, resolves technical disputes, and aligns regulatory delivery with broader community goals.


In this position, you will facilitate excellent customer service by providing expert leadership and final decision making on building code compliance, bylaws and enforcement. You will oversee permitting, inspections, plan review and implementation for a wide range of projects, while leading modernization initiatives such as digital permitting, electronic plan review and process improvements. The role integrates the City’s energy, climate and sustainability goals – such as BC’s Energy Steps Code and Zero Carbon Targets – into building regulation and practices. The incumbent leads a multidisciplinary team of approximately 15 employees and will direct performance management, succession planning and resource allocation. This position also creates and monitors key performance indicators to support continuous service improvement, collaborates across City departments, engages with external stakeholders, and represents the City in regional, inter-municipal and industry forums, including reporting to Council and senior management.


The ideal candidate will have a bachelor’s degree (or higher) in engineering, architecture, building science, construction management, public administration, or a related field. A professional designation such as Professional Engineer or Architect is preferred, although candidates with a Registered Building Official (RBO) designation and strong relevant experience will also be considered. The position requires a minimum of ten years of progressive experience in building regulation, inspections or permitting, including five years in a senior or supervisory role, preferably in a municipal setting. Candidates must demonstrate experience with digital permitting, regulatory modernization, and interpreting the BC Building Code for complex projects. Strong leadership, communication, conflict resolution and stakeholder engagement skills are essential, along with a commitment to sustainability, flexibility, accessibility and customer-focused service. A valid BC Class 5 driver’s license (or equivalent) is also required.


During the recruitment process, applicants will be required to submit a current Police Information Check (PIC).


We offer an attractive compensation and benefits package for this exempt position, including a compressed work schedule. Salary range is $130,008.00 to $152,964.00 (2024 rates) per year.
