Main purpose of the job
The School Library Media Specialist provides best-in-class leadership, professional learning, and technical assistance to Local Education Agencies (LEAs) and other key stakeholders to implement and use information literacy skills. This position will also support the integration of school library media programs and initiatives with highly effective teaching and learning practices in all core content areas to accelerate student achievement.
The School Library Media Specialist participates in collaborative opportunities with LEAs and school library media professionals to build capacity for successful implementation of state and federal school library media standards. The School Library Media Specialist provides evidence-based professional learning and technical assistance for Maryland school library media initiatives in alignment with state Pre-K-12 and national standards. This position will also support programs and initiatives to ensure the successful implementation of the Blueprint for Maryland’s Future and the Maryland Department of Education’s Multi-Year Strategic Plan initiatives.
Duties of the position
Provides best-in-class professional learning and technical assistance for Maryland school library media initiatives by supporting implementation of statewide PreK-12 and national standards.
- Communicates and guides on the vision, mission, and short- and long-term plans related to expanding high-quality school library media practices in alignment with the Blueprint for Maryland’s Future and MSDE Multi-Year Strategic Plan initiatives.
- Publish and disseminate Maryland School Library Media Learning Standards to students and teachers.
- Continuously develops, maintains and improves MSDE’s school library media resources.
- Provides technical assistance and professional learning to LEAs as they implement school library media programs and initiatives to accelerate student achievement.
- Participates in on-site school visits and meets with LEA staff in collaborative meetings to communicate and advise on best practices.
- Identifies, pursues, manages, and monitors grant funding opportunities in collaboration with MSDE’s Office of Grants Management and Compliance.
- Researches and promotes emerging technologies to improve engagement and information literacy of students.
- Collaborates with internal and external stakeholders to integrate Maryland College Supportive Library Media Standards, Career Readiness Standards, and initiatives related to media integration and accessible information resources.
- Design and provide professional development opportunities related to school library media standards.
- Develop and implement initiatives to demonstrate the connection of school library media programs to student achievement and to ensure the integration of information literacy skills and digital resources into all curriculum areas.
- Collect and report accurate and timely data related to school library media practices, programs, and initiatives and apply best-in-class practices.
- Conduct research on current, evidence-based library media practices in schools designed to accelerate student achievement and apply lessons learned to state programs and initiatives.
Minimum qualifications
expertise: Four years of administrative or teaching experience (at the school or district level) in an educational program involving school library media, library science, or a related or affiliated field.

- Candidates can substitute a bachelor’s degree with 6 years’ experience in the specified content to meet the minimum qualifications listed above.
- Candidates may substitute possession of a doctoral degree from an accredited college or university in a field related to the position option for one year of the required experience.
- The required area of ​​education and experience is unique to each option and is determined by the MSDE in accordance with Education Material, Maryland Code Annotated Section 2-104. The specific education and experience qualifications for each position are recorded in the Human Resources Management Branch of the Business Services Department.
- Candidates may substitute military service experience for the United States Armed Forces as a commissioned officer in the education program classifications or education program specialty codes in the educational work field on an annual basis for the required experience and education.

One year of teaching experience in a school library media program.

- Skilled in supporting the integration of school library media programs and initiatives with highly effective teaching and learning practices across core content areas to accelerate student achievement.
- The skill of collaborating with diverse communities and organizations for the purpose of implementing programs and strategies.
- Skill in developing and delivering research-based, best-in-class professional development programs.
- Ability to organize and manage multiple tasks and time-sensitive deadlines.
- Ability to interpret and apply learning standards, policies and regulations.
- Ability to work as a team member and establish and maintain effective working relationships.
- Ability to communicate effectively, both orally and in writing.
