This project management position is directly responsible for the company’s capital project work. This position focuses on assisting the Watershed Protection Division with capital projects, with an emphasis on forest road and bridge engineering, natural resource engineering and infrastructure systems and facilities. Additionally, this position also supports water and wastewater capital projects.
Key duties and responsibilities

  • Provides professional certification for work in an area of ​​expertise including creating, signing and stamping relevant design drawings and registration drawings.
  • Provides professional and technical expertise, guidance and direction to technicians and staff including serving as project leader as assigned.
  • – Responsible for implementing the project from concept to operation.
  • It designs, evaluates and implements a variety of capital projects, including forest road and bridge engineering, natural resource engineering and infrastructure systems and facilities. There may be a need to approve the design of others, where appropriate.
  • Prepares and reviews contract specifications, detailed cost estimates, staff reports, requests for proposals, and bid documents.
  • Receive, evaluate and recommend acceptance or rejection of bids.
  • Prepares conceptual design including production of contract documents, bidding process, construction and project initiation until project completion.
  • Provides clarification and direction of contract intent to internal/external stakeholders.
  • Provides on-site contract/project supervision and management including direction, liaison and negotiation with contractors, consultants and CRD staff.
  • Provides project oversight and project management to ensure projects are completed on time and within budget.
  • Reviews system operations and anticipates potential improvements before they are needed.
  • Prepares written technical presentations for use by internal/external stakeholders.
  • Ensures adherence to current standards for design, construction and operational issues.
  • Upgrade knowledge and experience to evaluate and/or implement engineering standards and practices in compliance with federal and provincial guidelines and legislation.
  • Provides support to respond to stakeholder and public inquiries.
  • Prepares information for stakeholders, as well as committees.
  • Follows all CRD policies, procedures and standards
  • Performs other related duties as required.

Basic skills and abilities

  • Excellent communication skills (verbal and written), interpersonal and customer service skills are required.
  • Detailed knowledge of forest engineering as well as a basic understanding of electrical and telematics systems.
  • -Proven experience in relevant engineering and natural resource management.
  • Comprehensive knowledge of standards, materials, construction methods, design and contract management.
  • Proven experience in project management and project supervision through working with unique and diverse initiatives.
  • Proven experience in contract management including providing direction and supervision while ensuring standards and expectations are met.
  • Knowledge and ability to use computer programs, word processing databases, spreadsheets, and scheduling various projects.
  • Excellent presentation skills with a proven ability to communicate complex technical information to non-technical and technical audiences.
  • – Demonstrated ability to establish and maintain effective working relationships with internal and external stakeholders.
  • Knowledge and understanding of WorkSafeBC practices/protocols, workers’ compensation law, occupational health and safety regulations, and other relevant safety laws.
  • Knowledge of federal/provincial/municipal regulations, legislation, codes, standards, and guidelines related to forest engineering, natural resource management, and telematic electrical/radio systems.

Qualifications

  • Degree in relevant discipline
  • At least 10 years of directly related experience
  • Equivalent combination of education and experience

Certificates

  • Professional Engineering Appointment (P.Eng.) with Engineers and Geologists British Columbia (EGBC) or eligibility for appointment.
  • A valid British Columbia driver’s license
