Lead Consultant for GEDSI Strategy Review (International)

Job title

Consultancy based on the possibility of traveling to Papua New Guinea for up to 30 days from October 2025 to January 2026

Program background

The Australian Government Department of Foreign Affairs and Trade (DFAT) has engaged DT Global to manage the Papua New Guinea Community Engagement Building Program (BCEP). BCEP represents a major investment in strengthening participatory democracy in Papua New Guinea, with the aim of strengthening citizen and government engagement to improve service delivery and the provision of public goods.

The role

BCEP is a complex and ambitious program that seeks to influence large-scale changes, working with a wide range of partners and capacities who engage in policy influence, behavior change and advocacy at different levels in Papua New Guinea. As the program prepares to enter the extension phase, it seeks to update and simplify the strategies guiding program implementation and partner support, including GEDSI and the Disability and Social Inclusion (DSI) strategies, based on an updated understanding of the context, new evidence and emerging lessons.

The primary purpose of this mission is to lead the review and update of BCEP’s GEDSI strategy in preparation for the four-year extension of the program. The National GEDSI Consultant will support the review and update processes.

About you

· University qualifications in social sciences, gender studies or related disciplines.

· At least 15 years of relevant experience in the field of gender equality, disability, social inclusion and/or social inclusion in development programmes.

· Demonstrated understanding of strategy evaluation, monitoring, evaluation, reporting and learning (MERL) and adaptive programming.

· Demonstrate the ability to apply qualitative research methods, including participatory and inclusive approaches.

· Demonstrated ability to produce high-quality written reports, including to donors, implementing partners and community stakeholders

· Understand the GEDSI context in Papua New Guinea, including national policies, cultural dynamics and development challenges

· Experience working with GBV/SARV response programs in PNG.
