Director of IT Planning and Governance

We have an exciting opportunity for you to join our team as a Director of IT Planning and Governance! Reporting to the Chief Information Officer (CIO), the Director of IT Planning and Governance is a technology leader who leads and directs the work of the Governance and Planning Department. This role oversees functions such as IT strategy, governance, performance management, development and maintenance of IT policies, procedures and methodologies, as well as performance management frameworks and metrics. The position may also be responsible for managing IT capital, workforce and external supplies and may extend responsibilities to developing emerging IT capabilities, such as innovation management, digital transformation, enterprise architecture, enterprise change management, strategic supplier management and quality management, until they are mature enough to operate as independent teams. The incumbent establishes principles and processes for strategic planning and governance; Prepares, recommends and implements short- and long-term operational plans, as approved; Develops and implements continuous improvement programs for the IT organization; Oversees the implementation of high-impact, enterprise-wide strategic programs and/or digital transformation initiatives. The Director directs the preparation, review, and consolidation of department budgets and business plans; Monitors and approves expenses. Performs related work as required.


Qualifications
Qualifications include a master’s degree in computer science, information technology, business administration, or public administration field and at least seven years of recent relevant management experience in a similar complex technical environment or a bachelor’s degree in a related field with at least ten years of recent relevant experience at the senior management level preferably in municipal government or an equivalent combination of education, training and experience. Certification in project management, process engineering, IT service management, and/or software development lifecycle methodologies is highly desirable. The role requires comprehensive knowledge of current and emerging technologies, technology trends, and strategic application to business needs; Municipal labor-related legislation, laws, regulations and standards; Budget planning, financial management and workforce management; Strategic IT planning, IT governance formulation, and organizational change management. This role requires the ability to plan, lead, manage, coach and motivate employees through subordinate managers; Establish and maintain effective working relationships with senior managers, employees, elected officials and a variety of external individuals and agencies; Persuade, influence, and collaborate with senior leaders and council to achieve optimal IT solutions to meet the city’s business needs; Understand, research, analyse, interpret and provide guidance on topics relevant to the role; Establish strategic priorities, set goals, manage a variety of competing deadlines within time and budget constraints, and promote the development of management practices focused on continuous improvement and operational efficiency in department activities.

Salary: $180,523 – $185,527 – $190,549 – $195,571 – $200,575 per year with an annual salary of $11,412
