the Pacific Community (SPC) It is the principal scientific and technical organization in the Pacific region, supporting development since 1947. We are an international development organization owned and governed by 27 country and territory members. the Statistics Development Division (SDD)Its goal is to help Pacific island nations and territories achieve “highly efficient and sustainable national statistics systems that meet national and international statistics needs for evidence-based policy, planning and monitoring.” SDD has the role of leading and coordinating the regional statistical system; It also supports the region directly in data infrastructure, collection, statistical methodology, analysis and dissemination.
role – Statistics Consultant (Demography) It will support Pacific Island country and territory members to estimate population and project relevant demographic statistics. This includes census analysis, vital statistics, immigration, counselling, training and other forms of support.
Key responsibilities of the role include:
Working methods
- Contribute as an individual and team member to organizational goals or “ways of working” in the department’s business plan.
- Ensure that SPC support for demographic estimates and projections is well planned through a multi-year work program that is well coordinated with the rest of the team and division activities and ways of working as well as regional frameworks and priorities.
- Actively engage other department staff in demographics activities through means such as peer review, joint projects, missions, coordinated assignments, co-authorship, and supporting the professional development of junior staff.
Strategic demographic analysis of the region
- 30-year projections of population distribution by age and sex for all SPC member countries and territories including all publishing products.
- Ensure that you produce at least one knowledge product every six months on a topic related to the typography and evidence being used.
- Ensure that SPC is recognized as a successful leader promoting good practices in the Pacific regarding tecography.
- Demographic indicators updated regularly at pdh.stat.
Demographic analysis at the country level
- Ensure analytical reports and other demographic analyzes are supported by SPC and are completed with high quality and in a timely manner.
- Perform analysis of vital statistics, cause of death data and ensure the SPC meets a reasonable portion of the demand for direct support in the field.
- Support the rest of the statistical clusters at a high level in data processing and analysis for surveys and censuses as they relate to demographic issues.
Technical assistance, training and support
- Training of staff from national statistical offices and relevant staff in ministries in how to produce standard demographic measures
- Identify South-South cooperation and capacity building opportunities.
- Support states in designing the census questionnaire to ensure that the data collected meet the needs of users and provide the necessary indicators for demographic analysis and reporting.
- Ensure relationships with key stakeholders – in member countries, donors and implementing partners – are positive.
- Identify opportunities for progress on issues related to population records and the use of administrative data for census purposes.
- It makes a tangible contribution to progress in countries that work with systematic estimates of population change based on administrative data (births, deaths, migration).

Main selection criteria
Qualifications
- Master’s degree in demography, statistics, or other academic discipline relevant to the role, or equivalent body of knowledge and experience.
Technical expertise
- 10 years of relevant experience in demography, statistics or related fields.
- Apply data analysis and statistical methods with specialized software to reports and presentations to a range of audiences.
- Experience in designing and delivering training for professionals.
- A good understanding of the challenges faced by developing countries (particularly small island states), in managing census collections, civil records and collecting, producing and using official statistics.
Language skills
- Excellent English communication skills (oral and written) with a working knowledge of French is an advantage.
Personal skills and cultural awareness
- Ability to work in a multicultural, inclusive and equitable environment.
Salary, terms and conditions
Contract duration – 3 years – Subject to renewal depending on financing and performance.
Rewards – the Statistics Consultant (Demography) It is a Band 11 position in the SPC 2025 salary scale, with a starting SDR (Special Drawing Rights) salary range of $3,245-4,057 per month, which converts to approximately $9,768-12,211 ($4,316-5,395; a hiring offer for an initial contract is typically in the lower half of this range, with due consideration given to experience and qualifications. Depends Progress within salary scale on annual performance reviews. The remuneration of expatriate SPC employees is not subject to income tax in Fiji; Fijian citizens working for an SPC in Fiji will be subject to income tax.
Benefits for employees in a position advertised internationally (EPAI) -SPC provides a housing allowance of FJD 1,500–5,200 per month. Grants, repatriation, removal expenses, flights, leave homes, health and disability insurance, and education allowances are available for eligible employees and eligible dependents. Employees are entitled to 25 working days of annual leave per year and other types of leave, and access to the SPC’s Provident Fund (contribution of 8% of salary, to which the SPC adds a 10% contribution).
Languages The working languages of SPC are English and French.
