The Taiwan-USA Policy Program (TUPP) is a two-week leading program launched in 2017. It was initially designed to enhance Taiwan’s understanding among future American policy leaders. Starting in 2022, the program was expanded to include European policy leaders in the future. TUPP consists of two consecutive components: seminars in Washington, DC and a research trip to Taiwan. TUPP provides a unique opportunity for emerging leaders from the United States and Europe to gain the necessary personal experiences in Taiwan, which will enable them to appreciate Taiwan’s views on crossed issues, the role of Taiwan in the world, and the importance of the United States ties Taiwan.
Every year, the program begins with three days in Washington, DC, where the delegation is briefed by American officials, academics and tank research experts. This is followed by Taiwan from the trip, as TUPP colleagues visit many cities and meet individuals from the government, business, NGOs and academic circles. The journey includes exposure to Taiwan culture, history and politics.
TUPP colleagues are expected to have a clear history of professional achievement and policy attention. The age of applicants should range between 28 and 43 years old, and they have functional and/or regional experience. Government employees and those who have previous professional experience in Taiwan are not eligible for this program. Reserve soldiers and individuals may be qualified. The program provides an unparalleled opportunity for future policy leaders from the United States and Europe to benefit from exposure to Taiwan. TUPP financing is generously provided by the Henry Los Foundation, the Taiwan Democracy Foundation and the Taiwan International Institute.
The next TUPP repetition will be held from February 23 to March 9, 2026.
Applications are closed on October 1, 2025.
Applications will be reviewed on the basis of rolling and colleagues will be notified of their acceptance by November 1.
