The Partnership of Indonesia for Justice 3 (AIPJ3) is a five -year term, and it is an investment of $ 63 million by the Australian Ministry of Foreign Affairs and Trade (DFAT) to work in partnership with the government of Indonesia (Goi) to support the advancement of priority and justice law. Based on the previous stages, AIPJ3 will support the partners to provide activities against the agreed policy priorities, while maintaining flexibility to respond to emerging needs and opportunities. The program focuses on seven important political priorities for Australia and Indonesia: accountability and transparency, criminal justice reform, preventing violent extremism, cooperation through crime, commercial law, access to justice, and women’s leadership.
Role
Grants and Contracts Officer is responsible for supporting the Director of grants and contracts for effective management and supervising all grants and contracts under the AIPJ3 program. This includes the process of purchases, contract development, payment control, sub -grant connections, subcontractors, and Stas to ensure compliance with the global DFAT policies and procedures. The role will support the provision of responsive and accountability grants that are in line with the strategic goals of the program and operational requirements.
The grant and contract employee will work closely with the financing team, the technical teams to support planning, budget, monitoring and building capabilities related to grants and contracts. This situation provides reports to the grant and contract manager and will also contact the DT Global Contractor representative and stakeholders concerned to ensure the compliance of donors and companies, manage effective risks, and apply best practices in all contracts and grant operations.

About you
Roles and responsibilities
The grant and contract official will support the Director of grants and contracts to:
- AIPJ3 grants and contracts including subcontractors, suppliers and short -term advisers (STA) to implement the AIPJ3 program.
- Carry out for the provisional care assessments of potential grants, contractors, suppliers, and STAS as well as their support, as necessary, to complete the assessments.
- Supervising the grant and financing process for non -governmental / civil society organizations, including the process of selecting grants, negotiating the budget, preparing the grant agreement, and monitoring performance.
- Review the financial report of the beneficiaries regularly, including internal audit, site verification and data quality through field visits (if necessary) to ensure grants and compliance with the requirements.
- Create and maintain a pipeline and contracts and track the tracking system via AIPJ3, ensuring that all grants and contracts are accurately registered to support prediction, budget tracking and reports.
- Contributing to the development of the management information system (MIS) as required by the AIPJ3 and DFAT administration, and the use of the system proactively to monitor the partners’ report / is submitted to the system according to the requirements of the contract.
- Support planning and implementing purchasing activities according to the requirements of the head contract.
- Management of purchasing and documents tracking systems, ensuring information updated and accurate to ensure compliance with the guidelines of purchases in the Commonwealth and support the audit.
- Perform the previous definition process to participate in the contract and build capacity for coordinators and contractors from the subcontractors, suppliers and STAS to ensure their commitment to global protection policies DFAT and DT.
- Work closely with the financing team to support the financial planning of the project and its reports.
- He provided instructions to the technical team to ensure the alignment of grants and contracts management with AIPJ3 goals, participation strategies, MEL, and budget plan
- Any other duties, as requested by the grant manager and contracts.
Selection criteria
Basic experience and knowledge
- Bachelor’s degree or equivalent required with at least three years experience in purchases, grants, compliance with contracts and management or related experiences.
- Understand grant management and grant compliance programs.
- Understanding DFAT or other international donor experience.
- Knowledge and experience in the financial reports of grants and databases/management information system (MIS).
- Knowing the development of contracts
- Strong accounting skills.
- It is able to show good personal leadership and relationships with employees and towards work.
- Strong skills between personality and communication. The experience of working with speaking and writing skills in English.
- The ability to work effectively in a team and strong attention to detail.
- Excellent computer skills including Microsoft Word, Excel, Outlook.

- The ability to work effectively independently and as part of the team.
- Previous experience in working with non -governmental organizations and/or funded funding programs required.
- Excellent communication skills, both written and verbal in English.
